Co-Founder
Dr. Martin (Marty) B. Garcia Jr. is cofounder of Luinera. He was former President of Watring Technologies and retains contractural equity rights. He holds a Ph.D. in Systems Engineering and was Raytheon’s Chief Engineer for the MQ‑9 Reaper Multi‑Spectral Targeting System (MTS). He led programs in EO/IR, advanced avionics, and high‑energy lasers, and holds a current U.S. Government Top Secret/Sensitive Compartmented Information clearance. For more than a decade he has delivered AI/ML to mission systems for object detection and tracking, friend‑or‑foe identification, predictive analytics, and real‑time decision support on fielded sensor platforms. He is a Great Minds in STEM National Luminary Award recipient, holds multiple patents, and earlier served on Texas Instruments’ Technical Ladder.

Jerry Bullard is cofounder of Luinera. He was formerly a single threaded leader in Amazon worldwide consumer engagement and Amazon Web Services (AWS), where he led multi-disciplinary organizations responsible for driving tens of billions of dollars in incremental annual revenue by advancing machine learning and AI technologies, driving personalization and automated marketing, detecting fraud and abuse, and improving the security and controls for critical AWS customer workloads globally. He holds multiple patents and is an expert in delivering mission-critical, scalable and secure AI and engineering solutions in the consumer, commercial, and cloud services domains.
